COMMENTS ON CABATUAN, ILOILO, PANAY HISTORICAL SOCIETY ( ON CIVILIAN RESISTANCE MOVEMENT) BY: Deo Antonio D. Llamas

Hello guys I have a favor to ask of you do you have documents on civilian resistant movement by Gov. Tomas Confesor. For he appointed my Lolo Mayor Hugo R. Delfin of Panitan Capiz during WWII as Deputy Governor for Panay and Romblon. I would like to get a copy of that for our incoming reunion next year the Diaz-Delfin clan of Capiz. I vividly remember that in his Epitaph was engraved as Teacher, Chief of Police, Town Mayor and Deputy Governor for Panay and Romblon. We would greatly appreciate if you could give us a copy of such a document for it means a lot for the family. I know Tomas Confessor III The grandson of Governor Confessor who was the head of the civilian resistant movement. And he mentioned it to me as well and he has knowledge of said appointment by his lolo. Its been a while I have been searching for this. Maybe you could help me with it. In fact there was an incident where the people of my Lolo tied up Governor Confesor for he was mistaken as a spy working for the Japanese for my lolo is being hunted by the Japanese army during the war for resisting and not submitting to the Japanese Imperial Govt.

If you could find a copy of the book: War of Panay by Jose Doromal published by the U.S. Congress Library. There it highlighted many of the correspondence of the Good Governor and his memos for the civil resistance movement as well as his appeal to the USAFFE to liberate Panay from the Japanese occupation. It also Had the list of the USAFFE enlisted mostly coming from CPU'S ROTC and their ranks and compensation where stated in the book also. And one chapter of that book also pointed out the heroism of Geronimo Llamas where he killed dozens of Japanese in one of the encounters single-handedly. But one time he was resting he was caught by the Japanese army and was shot and killed while resisting from being captured.

In Capiz, my Lolo Mayor Hugo Delfin of Panitan was deputized by Gov. Tomas Confesor as Deputy Governor for Panay and Romblon. But it so happens that Major Peralta had a power struggle with The Gov. Confesor that he set up or appointed his own civilian resistance group and appointed Mr. Hernandez as one of his Deputy Governor. But during the course of the war, I often hear stories from mama and aunts and relatives on their Refuge at the mountains of Bellaflores, Maayon. In fact, the name of my aunt who was the youngest of the sibling is Bellaflor Delfin later married to Jim Alcantara. She was born during wartime in that place. But as they would relay the story that place brought lots of good memories for the family. My mom was 10 at that time and her 2 older sisters and 2 brothers were at their teens and 3 more younger sisters so were their cousins on the Diaz side where also there and they are a big clan seeking refuge in Bellaflores so too where other town mates from Panitan and other neighboring towns. Like they were in a vacation camping by there new found home. It was also a place frequently visited by our tired soldiers after campaigns. Regularly Col. Palafox (the Uncle of famous Archt. Jun Palafox) would seek refuge, rest, and reinforce their supply for food and other necessities for their operations. At night at Bellafores They would pray and would later have a bonfire and sing and dance as a community and at times the soldiers would dance too. It was a piece of heaven in those chaotic times of war. My lolo before becoming a Mayor was the Chief of Police of the town of Panitan. And my Lola's brother Francisco Diaz and Ananias Diaz were police officers as well. And after the war, there was an incident when there was a claim on compensations. Involving the brother of Gov. Confesor and Major Peralta's listings. I do not know the details. But it was not clear to me that there was suppose to be an encounter with my Lolo's people and a certain group of armed men blocking the road somewhere in Dingle or Passi while my Lolo's and his people are coming back home from Iloilo. But someone was able to pacify that incident that the bloodshed was prevented. As I posted in my earlier inquiry. The Epitaph in my Lolo's graveyard written was he served as Teacher, Chief of Police, Mayor and Deputy Governor of Panay and Romblon. He was deputized by Gov. Tomas Confesor and our family would really appreciate it if you have documents of this for our family Diaz-Delfin clan of Panitan will have our grand reunion next year.

  •  The ties of the Delfin- Confessor I believe was probably in CPU. Was Governor Confesor a graduate of CPU? And you mentioned your dad was also a Pastor. As you know many of the pioneer converts to protestant movements and pastors where Delfins-Diaz family and particularly Panitanons because of Felipa Dela Pena the first nurse of the Philippines who hails from Panitan. She was the first student of Iloilo Mission Hospital/ CPU and first graduate. She Later becomes Mrs. Gumabong. Her being the first student encourage and inspired other Panitanon to pursue professional careers. That is why our hometown is called until now The Home of the Professionals of which many of the first professionals such as nurses, doctors, lawyers, judges, fiscals teachers, and soldiers of Capiz came from. We even produce one of the first doctor/ lawyer in the person of Dr/ Atty Dellota. Take note that Capiz has the biggest Military training camp long before world war II started in the region. Even the Filamer Christian University was established earlier than CPU which was also established by the protestants. My Lolo was one of the first student of the Thomasites as well and became one of its first teachers produced.

  • Was there a time that Gov. Confesor traveled to Australia, U.S., or other places that required him to leave his post and need to appoint someone to as Deputy Governor for Panay and Romblon during the War. Which in the case was my lolo Mayor Hugo Delfin. Or was there several deputy Governor as per province assigned?
